Only a draft version can be edited

Once a plan version is active or retired it is frozen, and an edit changes nothing at all — not partially, not silently. Priced history has to stay explicable.

What to do

Create a new draft version, edit that, and activate it. The old version stays as the record of what merchants were charged under it.
