The provider answered, and said no. This is a decline, not an outage — retrying the identical call gets the identical answer.

What to do

Offer the payer another method or another instrument. Do not retry, and do not report it to the payer as a system error: from their side something about this payment method was refused, and a "try again" button that cannot work is worse than saying so.
